1、 Project Overview
According to relevant regulations such as the "Measures for Public Participation in Environmental Impact Assessment", the environmental impact assessment of the "Shandong Feibo New Material Technology Co., Ltd. Annual Production 4000t High Temperature Oxygen Resistant Polyphenylene Sulfide Fiber Processing Project" is now publicly available. The content is as follows:
Shandong Feibo New Material Technology Co., Ltd. plans to invest 10 million yuan to lease the existing factory building of Tai'an Yuxiang Industry and Trade Co., Ltd. in Shandong Xintai Economic Development Zone to construct a 4000t/a high-temperature and oxygen-resistant polyphenylene sulfide fiber processing project. The proposed project covers an area of 2000 square meters, with a building area of 1000 square meters. The main construction content includes a high-temperature and oxygen-resistant polyphenylene sulfide fiber processing production line, supporting the construction of storage tank areas, storage areas Auxiliary production areas such as preparation and crystallization evaporation rooms, as well as public utilities such as water supply, power supply, and heating, as well as corresponding environmental protection facilities. The project has a labor quota of 20 people and adopts a three shift production system, with each shift working for 8 hours and an annual working time of 300 days. 2、 The "Three Wastes" Treatment Measures and Environmental Impact of the Proposed Project
The project emits various pollutants during the production process, which has a certain impact on the environment. The main impacts on the surrounding environment are:
1. Waste gas
The organized waste gas of the construction project includes: process waste gas and tank waste gas; Unpacking, measuring, and feeding waste gas from the preparation of drugs in the treatment solution and neutralization process; Waste gas from fiber unpacking, feeding, loosening, and fiber drying, conveying, and packaging.
Among them, the waste gas from the unpacking, metering, and feeding of the treatment solution and neutralization process of preparing drugs is collected by a soft curtain gas collection hood, and discharged by a 32m exhaust funnel (P1) after being treated with bag dust removal; Process waste gas (waste gas from the preparation of concentrated treatment solution, waste gas from the preparation of dilute treatment solution, waste gas from modified treatment, waste gas from neutralization, and waste gas from the recovery of treatment solution) is collected by sealed equipment and pipelines; The respiratory waste gas in the tank farm is collected through a closed pipeline through the breathing port, and the waste gas collected in the above steps is discharged through a 32m exhaust funnel (P2) after two-stage alkali spraying treatment; The fiber unpacking, feeding, and loosening processes are carried out in a closed compartment, where the fiber unpacking and feeding dust is collected by a gas collection hood with a soft curtain; Sealing of opening and drying equipment; The conveying adopts a closed tube and pneumatic conveying. After taking the above measures for the project exhaust gas, it is predicted that the particulate matter emitted by the project can meet the requirements of Table 1 of the "Regional Air Pollutant Comprehensive Emission Standard" (DB37/2376-2019) for key control areas and Table 2 of the "Air Pollutant Comprehensive Emission Standard" (GB16297-1996); The VOCs emitted by the project can meet the requirements of Table 1 II time period standards in the "Volatile Organic Compounds Emission Standard Part 6: Organic Chemical Industry" (DB37 2801.6-2018).
The unorganized waste gas of the project mainly refers to the waste gas that was not collected in the above links, as well as the unorganized VOCs and uncollected dust caused by the "escape, emission, dripping, and leakage" of materials in the production unit area and tank area. The solid materials of this project are stored and transported in sealed ton bags, which are sealed and kept sealed when not in use; Liquid materials are transported and transferred through closed pipelines, while solid materials are collected and treated with waste gas during feeding; The production equipment adopts sealed equipment, with micro negative pressure to collect waste gas. The process waste gas is directly sent to the waste gas treatment device through sealed pipelines from the production process for organized discharge. The storage tank adopts measures such as double pipe discharge, and the respiratory waste gas is collected through closed pipelines to the treatment facility for treatment. After taking the above measures, it is expected that the impact on the surrounding environment will be relatively small. The concentration of volatile organic compounds at the factory boundary of the project can meet the concentration limit requirements of the monitoring points at the factory boundary in Table 2 of the "Emission Standard for Volatile Organic Compounds - Part 6: Organic Chemical Industry" (DB37 2801.6-2018), and also meet the requirements of the "Control Standard for Unorganized Emissions of Volatile Organic Compounds" (GB 37822-2019), The unorganized emission concentration of particulate matter at the factory boundary meets the unorganized emission requirements in Table 2 of the Comprehensive Emission Standard for Air Pollutants (GB16297-1996); The unorganized emission limit of odor concentration at the factory boundary meets the requirements of the second level standard in Table 1 of the "Emission Standard for Odor Pollutants" (GB14554-93).
2. Wastewater
The wastewater of the proposed project mainly consists of production wastewater and domestic wastewater. Production wastewater includes: process wastewater, tail gas spray wastewater, circulating cooling water discharge wastewater, and floor scrubbing wastewater. Among them, circulating cooling water discharge wastewater, process wastewater, and tail gas spray wastewater are all treated by evaporative crystallization, and the sewage condensate treated by the crystallization kettle evaporation device is all reused for the fiber cleaning process and not discharged externally; The floor scrubbing wastewater and domestic sewage are discharged into the Xinwen Sewage Treatment Plant through the park sewage pipeline network for further treatment. The wastewater from this project has a relatively small impact on the surface water environment.
3. Noise
The noise of the proposed project mainly comes from equipment operation, and the main noise sources are loose fiber cake making machines, fiber loosening machines, fiber wet starting machines, loose fiber dewatering machines, loose fiber packaging machines, dryers, feeding machines, pumps, fans, etc. The noise source intensity is about 70-80dB (A). After selecting low noise equipment and taking measures such as foundation vibration reduction and sound insulation, and after reasonable layout and distance attenuation, it is predicted that the noise level at the project boundary can meet the requirements of Class 3 standards in the "Emission Standard for Industrial Enterprise Boundary Environmental Noise" (GB12348-2008), and it is expected that the impact of boundary noise on the surrounding environment will be relatively small.
4. Solid waste
The solid waste of the proposed project mainly includes waste salt, damaged waste packaging, dust removal from the dust collector, waste cloth bags, waste filter cartridges, waste lubricating oil and oil drums, waste liquid pressure oil and oil drums, and household waste. Among them, waste salt is identified and then comprehensively utilized or disposed of as hazardous waste based on the identification results; Collect and return undamaged raw and auxiliary material packaging materials to the manufacturer for reuse, without managing solid waste; The dust collector collects dust and returns it to the production process, without solid waste management; Domestic waste is cleared and transported by the sanitation department; Recycling unit for waste cloth bags and waste filter cartridges sold externally; Damaged waste packaging, waste lubricating oil and oil drums, waste liquid pressure oil and oil drums belong to hazardous waste and are entrusted to qualified units for disposal. The solid waste of the project has been reasonably disposed of and will not generate secondary pollution.
